International Validity of the Document
Yes. Moreover, if you will use the document outside the United States. The apostille is a certification issued by the U.S. Department of State that validates the document’s authenticity for international use, in accordance with the Hague Convention of 1961. If the document will be used within the U.S. (for example, for an American employer), you do not need an apostille.

If your destination country is not a signatory to the Convention, the process requires consular legalization — contact us for guidance.

Eligible Applicant Profiles
For example, the following can apply for an FBI Background Check:
- U.S. citizens residing inside or outside the United States
- Permanent legal residents (Green Card holders)
- Foreign nationals who have lived, studied, or worked in the U.S. and have records in the FBI federal system
If you have never lived in the U.S. and have no records in the federal system, the FBI will issue a document indicating no records found (“No Record”). This document can also be apostilled and used for international applications.
